Under the I.R.S.I. insurance agreement, the tenant's insurance policy will not apply in this situation. It is your insurer who will handle opening the file on behalf of the other insurers because it concerns a furnished rental. It will also be up to you to carry out the repairs. Furthermore, there is no provision for relocation for tenants through the tenant's home multi-risk insurance (MRH).
